On July 1, 2025, the FBI announced the addition of Cindy Rodríguez Singh to its list of the ten most-wanted fugitives, offering a reward of up to $250,000 for information leading to her arrest.
Cindy is suspected of murdering a 6-year-old son. The boy, Noel Álvarez, was last seen in October 2022 when he was 6 years old. When questioned about the boy’s whereabouts, his mother, Cindy Rodríguez Singh, lied to authorities and shortly afterwards boarded an international flight to India with her husband and six other children.
Since then, Rodríguez Singh has been charged by the FBI with the murder of Noel. “The disappearance of a child, one of the most vulnerable members of our society, has had a profound impact on our community,” said the FBI Special Agent in Dallas, Pance Kecev, who is leading the investigation. “The case remains in the memory of the residents of Everman and of many of us in north Texas,” he added.
Noel, the missing child, has a history of health and developmental issues, such as chronic lung disease, pulmonary edema, and esotropia. He needed regular medical appointments and medications, including ophthalmology and speech therapy visits, in addition to albuterol inhalers.

Rodríguez Singh has a history of drug and alcohol abuse, which previously led the Texas Department of Family and Protective Services to place her children in foster homes at one point.
The Everman Police Department went to her home on March 20, 2023, at the request of the Texas Department of Family and Protective Services to conduct a welfare check on Noel.
Rodríguez Singh stated at the time that Noel was not at the residence and that he lived with his biological father in Mexico since November 2022. But when the Texas Department of Family and Protective Services contacted Noel’s biological father in Mexico, he said he had no custody of Noel nor any relationship with him. The case was then referred to the FBI.
Then, on March 22, 2023, two days after the welfare check, Cindy Rodríguez Singh, together with her husband, Arshdeep Singh, and their six children, flew from Dallas/Fort Worth International Airport to the Indira Gandhi International Airport in Delhi, India. This was the last time the woman was seen.
“All plane tickets were purchased within the 24 hours prior to the departure, and Cindy Rodríguez Singh had deregistered Noel and his siblings from school,” explained the agent Kecev.
FBI AND LOCAL POLICE
Along with the charge of capital murder, a federal arrest warrant was issued against Rodríguez Singh on 2 November 2023 for unlawful flight to avoid prosecution. Kecev affirmed that this is a joint effort between the local, state and federal law enforcement agencies that have been diligently working to locate Noel.
“None of us will ever forget Noel, and we will continue to do everything we can to ensure that justice is done for him someday,” said Kecev. “That includes the arrest of Cindy Rodríguez Singh and her return to the United States so she can answer for her alleged crimes. I believe – and I speak on behalf of the investigative team, which includes state, local and federal investigators – that her arrest will be pivotal in locating Noel,” the FBI agent added.
On the posters released by the FBI, Rodríguez Singh is listed as 40 years old. Born in Dallas, Texas, she is believed to have ties to India and Mexico. She stands between 1.55 and 1.60 m tall, weighs between 54 and 63 kg, has a medium complexion and has tattoos on the back, both legs, the right arm, the right hand and the right calf. She has brown eyes and brown hair. Rodríguez Singh is also known as Cecilia Rodríguez, Cindy Rodríguez, Cindy C. Rodríguez and Cindy Cecilia Rodríguez.
